With the Housing File and the Housing Tracking System from Clappform, the municipality of Noardeast-Fryslân gains control over sustainability initiatives. 

Noardeast-Fryslân is a large municipality in the north of Friesland, with a significant sustainability challenge. There are many large homes in need of sustainability upgrades, while average incomes in this region are lower compared to the rest of the Netherlands. To prevent energy poverty, the municipality is heavily committed to make the existing housing stock more sustainable. 

"We wanted to develop a seamless customer journey, so that residents receive proper assistance and local businesses are effectively deployed to undertake the sustainability work," says Marjan Faber, who is responsible for the integrated chain approach to sustainability within the municipality. 

The challenge: maintaining oversight in a complex process 

The guidance of residents by energy coaches is a long-term process that sometimes takes six months to a year. It involves energy advice, quotes, subsidy applications, and multiple contact moments. The process requires a clear overview of the files to provide feedback at the right times.

Everything in one place, from application to feedback 

With Clappform, the Municipality of Noardeast-Fryslân has a single platform that combines a process tracking system with the integration of public data sources on housing and energy. 

The municipality now works with two systems that are directly linked. With the Housing File, energy coaches support residents throughout the entire guidance process: maintaining files, using checklists, storing documents, and scheduling appointments. The municipality maintains an overview at all times through maps, reports, and real-time insights. 

With the Housing Tracking System, the municipality monitors and manages the progress of sustainability initiatives. Data from multiple sources, such as insulation measures, energy consumption, and subsidy flows, are consolidated into a single integrated dashboard. From municipal level down to property level, using map layers and filters. This allows the municipality to report to the board and council using a single, consistent dataset. 

More time for people, less time for the system 

The direct link between both systems ensures that applications and execution align seamlessly. Energy coaches always have direct access to the correct information and are supported at every step of the process. As a result, they can better guide residents, even during complex processes such as those of the National Housing Fund (Volkshuisvestingsfonds), which involve many contact moments and process steps.

The municipality of Noardeast-Fryslân is now also better prepared for the future. With effective subsidy schemes provided by the municipality, Marjan Faber expects the demand for sustainability upgrades to accelerate. At that point, maintaining an overview will no longer be a luxury, but a necessity. The systems are now establishing the foundation for this.
