On behalf of the municipality of Veldhoven, Clappform is carrying out the Integrated Neighbourhood Scan in the Cobbeek and D’Ekker neighbourhoods, with the aim of improving the living environment for older people. By combining objective data with residents’ experiences, an up-to-date and widely supported picture emerges of what is happening in both neighbourhoods.
This provides the local authority with insights into, amongst other things, social cohesion, mobility, meeting places and the quality of the physical living environment. The results form the basis for neighbourhood visions, the Social Housing Programme and concrete improvement measures at neighbourhood and local levels. In this way, the local authority is able to move from insight to analysis and from analysis to action, and to pursue a proactive policy.

The challenge
The Cobbeek and D’Ekker neighbourhoods in Veldhoven are home to a relatively large number of older people. Compared with neighbourhoods with a younger population, older people here experience greater loneliness, which is linked to their limited mobility.
However, the available data on mobility, health, quality of life and local amenities is scattered across various sources and is not updated frequently enough to enable targeted action. As a result, there was no up-to-date, comprehensive and widely accepted picture of what was happening in the neighbourhoods.
The challenge for the municipality of Veldhoven and Clappform was to combine this objective data with residents’ experiences, in order to develop a targeted neighbourhood approach aimed at creating an active and socially inclusive living environment.
Our solution
The Integrated Neighbourhood Scan provides insight into the living environment at municipal, district and neighbourhood level, all brought together in a single dashboard. Based on the RIVM’s Core Set of Healthy Living Environment Indicators, the application visualises the social and physical characteristics of each area. This enables Veldhoven Municipality to make decisions based on a combination of public and local data within the municipality.
As part of the Integrated Neighbourhood Scan, the local authority can, amongst other things:
• combine current district and neighbourhood data with feedback of residents;
• analyse themes such as loneliness, mobility, green space and meeting places;
• identify challenges and opportunities by street or area;
• connect participation input directly to objective data in one dashboard;
• prioritise area-based measures with support from the neighbourhood;
• integrate results into neighbourhood visions, implementation plans and the Social Housing Programme;
• export reports for use in policy, governance or partnerships.
